Assignment of Program Code "P1" to track Fiscal Year (FY) 2015 Funds Provided for the Iraq Train and Equip Fund (ITEF), DSCA Policy 15-01 [SAMM E-Change 268]

Effective immediately, Program Code "P1" is assigned to track FY15 Iraq Train and Equip Fund (ITEF) funds provided to assist the military and other security forces of or associated with the Government of Iraq, to include Kurdish and tribal security forces and other local security forces, with a national security mission, to counter the Islamic State in Iraq and the Levant. Division C of the Consolidated and Further Continuing Appropriations Act, 2015 provides funding for this authority through September 30, 2016. Management and execution of the FY15 ITEF (P1) programs will comply with guidance provided in the Security Assistance Management Manual (SAMM), Chapter 15.

Instructions for preparation of P1 LOA documents are found in the SAMM, Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with P1 LOAs will be fully expended, and P1 cases will be reconciled and closed two months before the funds cancellation date.
