Assignment of Program Code "QT" to track Fiscal Year (FY) 2020/2021 Overseas Contingency Operations (OCO) Funding Provided for Peacekeeping Operations (PKO), DSCA Policy 20-26 [SAMM E-Change 477]

Effective immediately program code "QT" is assigned to track FY 2020/2021 OCO funds provided for Peacekeeping Operations (PKO). Funds were provided by Division G of the Further Consolidated Appropriations Act, 2020 (P.L.116-94) and will be obligated via transfer from the Department of State to the Defense Security Cooperation Agency via signature of a Memorandum of Agreement pursuant to section 632(b) of the Foreign Assistance Act of 1961, as amended. Upon obligation, funds are available for reprogramming and expenditure until September 30, 2025.

Instructions for preparation of "QT" LOA documents are found in the SAMM, Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with "QT" LOAs will be fully expended and "QT" cases will be reconciled and closed two months before the funds cancellation date.
