SUBJECT :

Prior Coordination of Adjusting Entries in Transportation Sub-Accounts (DSCA 20-11)

Effective immediately, 15 day prior written notice must be given to DSCA before entering any adjusting entry affecting a DSCA Building Partner Capacity (BPC) Transportation Sub-Account (L109 to L709), where the total of adjustments in a single batch exceeds $100,000.00.

Notice will include documentation of adjustments including FMS case identifier, Transportation Sub-Accounts affected, amounts and the reason for the adjustment. This notice will allow DSCA to ensure sufficient funds are available in the appropriate BPC Transportation Sub-Account. DSCA may request from the Military Department, a delay in processing beyond the 15 day notice period if warranted to complete review and ensure funds availability.

Nothing in this memo restricts the ability of any Military Department to make approved, documented adjustments to these accounts.

The DSCA point of contact is Stuart Taylor who can be reached at (703) 697-9207 or e-mail: stuart.h.taylor2.civ@mail.mil.
