Assignment of Program Code "CP" to track Fiscal Year (FY) 2019/2020 Overseas Contingency Operations (OCO)/Global War on Terrorism (GWOT) Funds and Program Code "DL" to track FY 2020 Operation and Maintenance (O&M) Funds Provided for the Ukraine Security Assistance Initiative (USAI), DSCA Policy 19-51 [SAMM E-Change 454]

Effective immediately, the following program codes are assigned to track programs executed pursuant to Section 1250 of the National Defense Authorization Act for FY 2016 (P.L. 114-92) as amended:

  • "CP" is assigned to track FY 2019/2020 OCO/GWOT funds
    • Available for new obligations until September 30, 2020
  • "DL" is assigned to track FY 2020 O&M funds
    • Available for new obligations until November 21, 2019

Funds for "CP" programs are provided under Division A, Section 124 of the Continuing Appropriations Act, 2020, and Health Extenders Act of 2019 (P.L. 116-59). Funds for "DL" programs are provided under Division A, Section 101 of the Continuing Appropriations Act, 2020, and Health Extenders Act of 2019 (P.L. 116-59).

For Program Code "DL", once the National Defense Authorization Act (NDAA) for FY 2020 and the full-year appropriations bill are issued, the instructions for preparing "DL" cases and Letter of Offer and Acceptance (LOA) notes, and relevant Security Assistance Management Manual (SAMM) sections, will be revised to cite the appropriate public laws. All implemented cases should be modified prior to case closure to reflect the FY 2020 NDAA authorization legislation and the full-year appropriations legislation. Management and execution of FY 2020 USAI (CP and DL) programs will comply with guidance provided in the SAMM, Chapter 15.

Instructions for preparation of "CP" and "DL" LOA documents are found in the SAMM, Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with "CP" and "DL" LOAs will be fully expended and "CP" and "DL" cases will be reconciled and closed two months before the funds cancellation date.
