Assignment of Program Code "U8" to track Fiscal Year (FY) 2017 Funds Provided for Section 2282 Build the Capacity of Foreign Security Forces Program, DSCA Policy 16-59 [SAMM E-Change 331]
Effective immediately, Program Code "U8" is assigned to track funds provided to conduct or support a program or programs under Section 2282 of title 10, United States Code. Division C of the Consolidated Appropriations Act, FY 2017, provides funding for this authority through December 9, 2016. Management and execution of FY 2017 (U8) programs will comply with guidance provided in the Security Assistance Management Manual (SAMM), Chapter 15.
The SAMM Table C4.T2, Country and International Organization Codes and FMS Eligibility, is updated as follows:

Instructions for preparation of U8 LOA documents are found in the SAMM, Table C15.3. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with U8 LOAs will be fully expended and U8 cases will be reconciled and closed as soon as possible, but no later than two months before the funds cancellation date.
