References (a) & (b) provide procedures for processing NVD Letters of Requests, LOA note for NVD Physical Security and Accountability, and NVD End-Use Monitoring responsibilities. This memorandum clarifies how NVDs are to be identified on Letters of Offer and Acceptances (LOAs) to ensure effective accountability.

All NVDs are considered to be Significant Military Equipment (SME) and are required to be sold on defined order lines using one of the following Military Articles and Services Listing (MASL) numbers under Generic Code H6P. The line item description is required to include the specific NVD model and quantity. A separate line is required for each model being sold.

When a specific NVD model is identified as Major Defense Equipment (MDE), the DoD Component is required to submit the nonrecurring cost (NC) recoupment computation for approval to DSCA/PGM/WPN in accordance with the DoD Financial Management Regulation 7000.14-R, Volume 15, Chapter 7. In addition, the component is required to request DSCA/DBO/FPA to establish a specific MDE model MASL. The specific MDE MASL is to be used whenever the MDE model is sold.

All non-SME NVD support equipment and spare parts will be reflected on blanket order lines using one of the following MASL numbers as appropriate:

The following non-MDE NVD MASL numbers are inactivated effective immediately. If the component requires one of these MASLs to be reactivated, the request should be sent to DSCA/DBO/FPA justifying the reactivation. If the item is MDE, an update to nonrecurring cost (NC) recoupment calculation should be sent to DSCA/PGM/WPN.
