Administrative Changes to the DoD 5105.38-M, "Security Assistance Management Manual," dated October 3, 2003 (DSCA 04-01) [SAMM E-Change 1]

DSCA reissued the DoD 5105.38-M, "Security Assistance Management Manual (SAMM)," on October 3,2003. Since that time, we have discovered a few areas in the SAMM that require administrative changes. The attached document is a consolidated list of these administrative changes.

Effective immediately, the official SAMM, located on the DSCA web site, is updated to incorporate the changes listed in the attachment. If you have any questions regarding these changes (SAMM E-Change 1), please contact Mr. Steve Harris, DSCA/P3-Policy and Plans Division, (703) 604-6611.

Security Assistance Management Manual (SAMM) E-Change - Administrative Changes

  1. Two additional paragraphs (C4.2.3.6. and C4.2.3.7.) and two columns in Table C4.T2. have been added to indicate grant Excess Defense Article eligibility for FY04 (Source: FY04 Congressional Budget Justification) and Training Tuition Pricing Category for FY03 (Source: DSCA Message 221524Z MAY 03).
  2. Table C5.T2. is updated to include the U.S. Army Corps of Engineers.
  3. The title of Note 16 in Figures C5.F2., C6.F2., and C6.F3. have been changed from "SURCHARGES." to "ACCESSORIAL CHARGES."
  4. Table C5.T11. has been modified to remove the words "(Determined on a case-by-case basis.)" from the Type of Equipment categories shown in the following excerpt.

  5. In Chapter 6, section C6.4.9.8, the fourth sentence is rewritten as follows: "Purchaser problems involving Government Furnished Equipment (GFE) obtained under AECA, section 30 (see Chapter 11, section C11.8. for more information) should be addressed to the U.S. contractor possessing the GFE."
  6. In Chapter 8, the following sentence is inserted as the new first sentence of section C8.2.1.2. in order to bring the SAMM in compliance with DSCA Policy Memo 02-43: "Enhanced EUM is required for sensitive defense articles, services, and technologies; defense articles provided under the provision of FAA, section 505 (reference (b)) and technology transfers made within sensitive political situations."
  7. In Chapter 9, the title of section C9.11. is changed from "COLLECTION OF FMS PAYMENTS" to "FMS PAYMENTS FROM PURCHASERS".
  8. Paragraph numbers in Chapter 11, sections C11.10 and C11.14 have been corrected.
  9. The following sentence is inserted as the new fourth sentence in Chapter 14, paragraph CI4.1.1.: "In addition, the Military Departments (MILDEPs) must provide a list of Significant Military Equipment that is anticipated to become available for transfer as Excess Defense Articles during the next 12 months - this list is part of the Javits Report."
  10. In Appendix 4, for Generic Codes A6A and A6B the "X" should be annotated in the "Dollar Line" column vice the "Major Item" column.
  11. An index has been added to the document.
  12. The DSCA Comptroller Directorate has been renamed the DSCA Business Operations/Comptroller Directorate throughout the document.
  13. In accordance with the FY04 Defense Authorization Act, the National Imagery and Mapping Agency (NIMA) has been renamed to the National Geospatial-Intelligence Agency (NGA) throughout the document.
  14. The Military Traffic Management Command (MTMC) has been renamed the (Military) Surface Deployment and Distribution Command (SDDC) throughout the document.
