Assignment of Program Code "7H" to track Fiscal Year (FY) 2018 Afghanistan Security Forces Fund, DSCA Policy 17-44 [SAMM E-Chang 373]

Effective immediately, Program Code "7H" is assigned to track FY 2018 Afghanistan Security Forces Fund (ASFF) funds that are available to provide assistance to the security forces of Afghanistan. Funds are provided under Division D of the Continuing Appropriations, 2018 and Supplemental Appropriations for Disaster Relief Requirements Act, 2017 (P.L. 115-56) and will remain available until December 8, 2017.

Once the National Defense Authorization Act (NDAA) 2018 and the full-year appropriation bill are issued, the instructions for preparing 7H cases and Letter of Offer and Acceptance (LOA) notes and the Security Assistance Management Manual (SAMM) will be revised to cite the appropriate public laws. All implemented cases should be modified prior to case closure to reflect the 2018 NDAA authorization legislation and the full-year appropriations legislation. Management and execution of FY 2018 ASFF (7H) programs will comply with guidance provided in the SAMM, Chapter 15.

Instructions for preparation of 7H LOA documents are found in the SAMM, Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with 7H LOAs will be fully expended and 7H cases will be reconciled and closed two months before the funds cancellation date.
