Update of Chapter 8 of the Security Assistance Management Manual (SAMM), DSCA Policy 17-20 [SAMM E-Change 356]

This memorandum updates Chapter 8, End-Use Monitoring (EUM), of the SAMM to incorporate several EUM policy updates. Features include:

  • Guidance and clarification regarding Security Cooperation Office (SCO) EUM responsibilities, including a requirement for SCO EUM managers to complete EUM training now available online.

  • Guidance regarding the minimum information required in EUM Standard Operating Procedures (SOP).

  • More comprehensive guidance for performing and recording Routine and Enhanced EUM (EEUM) checks.

  • Guidance regarding MILDEP certification of facilities used to store EEUM-designated defense articles and submitting regular certification reports to DSCA.

  • More complete guidance regarding the process for designating defense articles for EEUM.

  • Guidance for capturing and submitting the cost of conducting EEUM checks, including clarification that recipients must pay for all costs associated with additional USG monitoring controls beyond regular EEUM checks performed by SCOs.

  • Updated guidance regarding staffing of third-party transfers and change of end-use requests, including demilitarization and disposal, to the Department of State.

Effective immediately, Chapter 8 of the SAMM is updated as attached. This change will be included in the version of the SAMM found on the DSCA Web Page as SAMM E-Change 356.
