Security Assistance Management Manual (SAMM), Administrative Changes, Defense Security Cooperation Agency (DSCA) Policy 16-40, [SAMM E-Change 321]

This memorandum updates the SAMM with administrative changes. This memorandum does not contain substantive changes. DSCA will issue substantive changes to the SAMM under a separate policy memo/SAMM E-change. These administrative changes will be included in the online version of the SAMM at http://www.samm.dsca.mil.

Security Assistance Management Manual (SAMM), E-Change 321 Administrative Changes

  1. As of July 1, 2016, DSCA renamed the Defense Institute of Security Assistance Management (DISAM) to the "Defense Institute of Security Cooperation Studies (DISCS)". DISAM references in the SAMM will be updated to reflect this name change.

  2. Additional to the text updates as described above, a couple of website addresses also require updating:

    • C10.9.5.2. For verification and information on RHCA, please access the DISAM International Training Management web page at http://www.iscs.dsca.mil/pages/itm/ and go to RHCA under Functional Areas, Health Affairs.

    • C10.9.6.6. Healthcare insurance policy coverage must meet the following requirements. Information concerning some healthcare insurance policies that meet the requirements of this policy can be found on the web at http://www.iscs.dsca.mil/pages/itm/ under Functional Areas.

  3. Renumber paragraphs C5.1.3.2.1. and C5.1.3.2.2. as C5.1.3.3. and C5.1.3.4., respectively, to make clear that all LORs that will use Foreign Military Financing (FMF) should be addressed to DSCA (Operations Directorate) and the appropriate DoD Components with information copies to the DoS Bureau of Political-Military Affairs, Office of Security Assistance (PM/SA) and the CCMD.

  4. In paragraph C9.7.2.7.3.1., replace "Treasury" with "Commerce" for consistency.

  5. In Appendix 6, in the Standard Note for Cluster Munitions with Submunitions with a Confirmed 99% or Higher Tested Rate, change the email address from PM_RSAT@state.gov to PM_RSATFMSTeam@state.gov.
