Assignment of Program Code "V3" to track FY 2016 Funds Provided for the Afghanistan Security Forces Fund, DSCA Policy 15-58 [SAMM E-Change 292]

Effective immediately, Program Code "V3" is assigned to track FY 2016 Afghanistan Security Forces Fund (ASFF) funds that are available to provide assistance to the security forces of Afghanistan. These funds are provided under the Continuing Appropriations Act, 2016 (P.L. 114-53) and will remain available until December 11, 2015.

Once the Continuing Appropriations Act, 2016 expires and the full-year appropriation bill is issued, this memorandum, to include the instructions for preparing V3 cases and Letter of Offer and Acceptance (LOA) notes, will be revised to cite the appropriate public law. All implemented cases should be modified prior to case closure to replace this appropriations authority with the full-year appropriations legislation. Management and execution of FY 2016 ASFF (V3) programs will comply with guidance provided in the Security Assistance Management Manual (SAMM), Chapter 15.

Instructions for preparation of V3 LOA documents are found in the SAMM, Table C15.T5. Standard notes applicable to BPC programs are found in the SAMM, Appendix 6, LOA Notes Listing. Funding associated with V3 LOAs will be fully expended and V3 cases will be reconciled and closed two months before the funds cancellation date.
