Assignment of Program Codes "P2," "Q2," and "C4" to track Funds Available in Fiscal Year (FY) 2012 for the Peacekeeping Operations (PKO), Global Peacekeeping Operations Initiative (GPOI) and International Narcotics Control and Law Enforcement (INCLE) Programs, Respectively, DSCA Policy 12-56 [SAMM E-Change 214]
Effective immediately, Program Codes "P2," "Q2," and "C4" are assigned to track funds available in FY12 and provided by the Department of State (DOS) for PKO, GPOI, and INCLE programs, respectively, authorized under the Foreign Assistance Act (FAA) Section 551 and Section 481.
The SAMM Table C4.T2B, Security Cooperation (SC) Customer and Regional Codes and FMS Eligibility, is updated as follows:

Funds for P2, Q2, and C4 Letters of Offer and Acceptance (LOAs) were provided to DSCA via Foreign Assistance Act (FAA) Section 632(b) Memoranda and were obligated by DOS. The funds for P2 and Q2 are authorized under an FY12 one-year appropriation (P.L. 112-74) and the funds for C4 are authorized under an FY11 two-year appropriation (P.L. 112-10); all funds remain available for obligation by the Implementing Agency (IA) until September 30th of 2016. The funds cancel on September 30th of 2021.
