Revision of DoD 5105.38-M, the Security Assistance Management Manual (SAMM), DSCA Policy 10-28

DSCA has begun a full revision of the Security Assistance Management Manual (SAMM), which sets forth the responsibilities, policies, and procedures governing the administration of security assistance activities, and some security cooperation activities, within the Department of Defense. It applies to all Military Departments and other Implementing Agencies performing these activities.

The revision will focus on reorganizing the SAMM to provide the Security Cooperation community with a process-flow manual which will apply a start-to-finish approach to case development rather than the collection of topic based chapters currently offered. We plan to take advantage of electronic formatting capabilities and will update, remove, and add new content where needed. Our goal is to make the SAMM a web-enabled, user-friendly tool for the Security Cooperation community.
