RESPONSE TO REQUEST FOR INFORMATION ON INTERNATIONAL MILITARY STUDENTS (IMS), DSCA 08-19

Deputy Secretary of Defense Memorandum, "Accountability of Department of Defense (DoD) Sponsored Foreign Personnel in the United States (U.S.)" dated 18 May 2004, directed that information concerning foreign personnel sponsored by DoD Components is to be automatically submitted the DoD Cornerstone tracking program. In addition, this memorandum stipulated that, " ... all DoD Components shall cooperate with DoD intelligence, counterintelligence, law enforcement, and security elements to ensure the stay of DoD-hosted, foreign personnel is as secure and safe for all parties as possible." In accordance with this memorandum, routine information on all IMS is routinely fed from the Security Assistance Network (SAN) to the Cornerstone program via the DoD Foreign Visit System - Confirmation Module (FVS-CM). For non-routine, need to know information, a letter requesting assistance (with a corresponding file number and/or investigation number) is submitted to DSCA for approval.

Effective immediately this memorandum clarifies that the designated International Military International Military Student Officer (IMSO) at each DoD training facility is not required to clear investigative requests with DSCA before responding to those requests. It is a matter of best practice that such requests are in writing from an appropriate security office, on a need-to-know basis, for data concerning an IMS that is not collected in automated systems such as CORNERSTONE or FVS-CM.
