Applicability of DoD International Affairs (IA) Certification Program (DSCA 04-45)

This memorandum clarifies the applicability of the DoD IA certification Program.

At its core, the program exists for four reasons primarily:

  • To provide for the professional development of the IA workforce.
  • For U.S. Government (USG) employees to receive appropriate recognition for their IA expertise.
  • To benefit the USG by promoting the IA workforce.
  • To identify the right people for the job.

Accordingly, certifications may be conferred upon USG employees only. Contractors or other officials may take courses that contribute to this program. However, employees other than those of the USG may not be certified formally.
