FY2002 POLICY GUIDANCE ON CERTAIN CATEGORIES OF IMET TRAINING P3 POLICY #02-20.

  1. THE PURPOSE OF THIS MESSAGE IS TO PROVIDE NEW POLICY GUIDANCE ON CERTAIN CATEGORIES OF TRAINING FOR THE IMET PROGRAM. IN FY94, FUNDING FOR THE INTERNATIONAL MILITARY EDUCATION AND TRAINING (IMET) PROGRAM WAS REDUCED BY 50%. IN ORDER TO ENSURE THAT THE 50% FUNDING REDUCTION DID NOT CREATE A 50% DECREASE IN THE NUMBER OF IMET STUDENTS, CERTAIN CATEGORIES OF TRAINING THAT HAD BEEN PREVIOUSLY SUPPORTED UNDER THE IMET PROGRAM WERE CONSTRAINED OR REQUIRED DSCA WAIVER APPROVAL.
  2. OVER THE PAST FEW YEARS, POSITIVE CHANGES HAVE BEEN MADE TO THE IMET PROGRAM TO RESPOND TO EVOLVING INTERNATIONAL SITUATIONS AND TO MORE CLOSELY ALIGN THE PROGRAM WITH THE PURPOSES AND OBJECTIVES OF IMET AS DEFINED IN THE FOREIGN ASSISTANCE ACT. BECAUSE OF THESE CONSTRUCTIVE CHANGES, THE DOS AND DOD HAVE BEEN SUCCESSFUL SINCE FY94 IN OBTAINING HIGHER IMET FUNDING LEVELS FROM CONGRESS.
  3. AS A RESULT OF CONTINUING IMET FUNDING LEVEL INCREASES, CURRENT PROGRAM POLICY CONSTRAINTS WERE REVIEWED IN LIGHT OF THE OBJECTIVE TO MAXIMIZE THE NUMBER OF STUDENTS PARTICIPATING IN THE IMET PROGRAM. ACCORDINGLY, EFFECTIVE WITH FY 2002, THE FOLLOWING IMET POLICY CHANGES ARE HEREBY IMPLEMENTED:
    1. THERE WILL NO LONGER BE A DSCA WAIVER REQUIREMENT FOR IMET STUDENTS TO ATTEND POSTGRADUATE (MASTER'S DEGREE) TRAINING AT THE U.S. NAVAL POSTGRADUATE SCHOOL OR THE AIR FORCE INSTITUTE OF TECHNOLOGY. POSTGRADUATE TRAINING AT CIVILIAN INSTITUTIONS REMAINS INELIGIBLE FOR FUNDING UNDER THE IMET PROGRAM. CHAPTER 10 PARA 100105 B. OF THE SAMM WILL BE CHANGED TO DELETE THIS WAIVER REQUIREMENT.
    2. THE MINIMUM TOTAL DURATION OF A STUDENT'S TRAINING IN THE U.S., NOT REQUIRING A DSCA WAIVER, HAS BEEN DECREASED TO FIVE WEEKS (EXCLUDING CONUS ENGLISH LANGUAGE TRAINING) IF ALL OR PART OF THE OVERSEAS TRAVEL IS PAID BY THE IMET PROGRAM. CHAPTER 10 PARA 100105 D. WILL BE CHANGED TO REFLECT FIVE WEEKS INSTEAD OF EIGHT WEEKS MINIMUM DURATION. NOTE: IF AN IMET FUND RECIPIENT COUNTRY PAYS 100% (ALL) OF THE OVERSEAS TRAVEL TO/FROM CONUS TRAINING, A DSCA WAIVER IS NOT REQUIRED FOR AN IMET STUDENT TO ATTEND CONUS TRAINING. ALSO, A DURATION WAIVER IS NOT REQUIRED IF A STUDENT WILL ATTEND AN EXPANDED IMET (E-IMET) COURSE.
    3. DUE TO NORMAL COURSE COST INFLATION, HIGH-COST TRAINING UNDER IMET IS NOW DEFINED AS ANY TRAINING OR ANY SINGLE COURSE OF TRAINING WITH TUITION COST OF $50,000.00 OR HIGHER. CHAPTER 10 PARA 100105 E. OF THE SAMM WILL BE MODIFIED TO REFLECT THIS CHANGE.
    4. WITH CONTINUED EMPHASIS ON IN-COUNTRY ENGLISH LANGUAGE TRAINING IN ORDER TO MAXIMIZE IMET DOLLARS, A DSCA WAIVER IS NO LONGER REQUIRED FOR DLI TO CONDUCT IN-COUNTRY ENGLISH LANGUAGE SURVEYS WHERE THE SURVEY'S OBJECTIVE IS TO DEVELOP RECOMMENDATIONS ON WHERE AND HOW AN IN-COUNTRY ENGLISH LANGUAGE TRAINING PROGRAM CAN BE DEVELOPED OR IMPROVED. THIS CHANGE WILL BE ADDED TO CHAPTER 10 PARA 100105 A. OF THE SAMM.
  4. IN ORDER TO MAXIMIZE THE USE OF IMET FUNDS AND ENSURE THE GREATEST BENEFIT TO THE PROGRAM, THE FOLLOWING GENERAL CATEGORIES OF TRAINING CONTINUE TO BE CONSTRAINED FROM IMET FUNDING AND ARE NORMALLY NOT CANDIDATES FOR DSCA POLICY WAIVERS:
    1. TRAINING NOT RELATED TO ACCOMPLISHMENT OF THE OBJECTIVES OF THE IMET PROGRAM, AS LISTED IN CHAPTER 10 PARAGRAPHS 100102 OR 100103 OF THE SAMM.
    2. TRAINING OF NON-CAREER MILITARY PERSONNEL.
    3. TRAINING IN SKILLS NORMALLY AVAILABLE IN COUNTRY, EXCLUSIVE OF PME.
    4. TRAINING ALREADY PROVIDED IN A QUANTITY WHICH, TAKING INTO ACCOUNT REASONABLE ATTRITION, IS SUFFICIENT TO MEET REQUIREMENTS OF THE REQUESTING COUNTRY.
    5. TRAINING WHERE IT APPEARS UNLIKELY THAT THE SKILLS PRODUCED WILL BE PROPERLY UTILIZED BY THE REQUESTING COUNTRY.
    6. REPETITIVE TRAINING IN THE SAME COURSES.
    7. INITIAL TRAINING IN SUPPORT OF FMS-PURCHASED EQUIPMENT.
    8. TRAINING AT U.S. CIVILIAN SCHOOLS.
    9. ENGLISH LANGUAGE TRAINING (ELT) NOT IN SUPPORT OF SPECIFIC U.S. TRAINING.
